I am directed to state that the Chief Minister/ Competent Authority has been pleased to approve the 'e-Transfer Policy 2022' of School Education Department (copy) enclosed). The objective of the Policy is to develop a comprehensive and all encompassing solution to the transfer matters of teachers of SED. This e-Transfer Policy is expected to considerably improve transparency, service delivery and shall go a long way towards elimination of discretion and possible abuse of authority.

ANNUAL SCHOOL CENSUS 2022-23 THROUGH SCHOOL INFORMATION SYSTEM (SIS)

2. Traditionally. PMIU conducts Annual School Census on October 31" every year. Based on the practice adopted last year, the Annual School Census will be conducted through School Information System (SIS). All public schools including Masjid Maktab. Primary. Elementary, Secondary and Higher Secondary will be required to submit updated data as per the status on 31 October, 2022.

3. It is therefore, proposed that a "School Census Day" may be observed on 21" November, 2022. On this day, all public schools will be required to be log in to the SIS Application in their tablets and submit updated data as per the status on 31 October, 2022. All the District Education Officials from CEO down to AEOS will be required to personally visits schools and ensure successful completion of the activity. Data submission will be done in 2 phases i.e.

1: MOCK EXERCISE

October In mock exercise all schools are required to enter and update data starting from 27th 2022 till

15 November, 2022 and

2: FINAL PHASE:

In final phase submission made in mock exercise will be removed and all the schools will have to submit final census form on 21st November, 2022.

For submission of census data, all school heads must:

Ensure all SIS input fields (students records, teachers and staff records and school facilities etc.)

مجھے مندرجہ بالا مضمون کا حوالہ دینے اور یہ بتانے کی ہدایت کی گئی ہے کہ یہ دیکھا گیا ہے کہ ضلعی تعلیمی اتھارٹیز ایسے افسران کی خدمات سرنڈر کرنے کے عمل کو جاری رکھے ہوئے ہیں جو انتظامی محکمے کی اہلیت میں آتے ہیں۔ ان کی طرف سے یہ عمل ان ہدایات کی سراسر خلاف ورزی ہے جو پہلے ہی سروسز اینڈ جنرل ایڈمنسٹریشن ڈیپارٹمنٹ اور سکول ایجوکیشن ڈیپارٹمنٹ کی طرف سے بالترتیب مورخہ 31.08.2018 اور 12.03.2019 کے خطوط کے ذریعے جاری کی گئی ہیں (نقلیں منسلک ہیں)۔

I am directed to refer to the subject noted above and to state that it has been observed that the District Education Authorities are continuing the practices of surrendering the services of officers who fall within the competence of the Administrative Department. This practice on their part is sheer violation of the instructions already circulated by Services & General Administration Department and School Education Department vide letters dated 31.08.2018 and 12.03.2019, respectively (copies enclosed).

I am directed to re-iterate the above referred instructions for implementation in letter and spirit. In case of failure to comply, strict action may be taken accordingly.

The Terms of References (TORS) of the Task Force shall be as

under:

i. To ensure implementation of Chief Minister's vision on Education including Government Sector Schools, Colleges, Intermediate Boards, Universities and to present comprehensive report on PEF and PEIMA Schools of Punjab.

ii. To submit report on the issues of Colleges, Universities, Private Sector Schools including evaluation of the functions of District Registering Authority and advise measures to bridge gap between the Government and the Private Education Sector.

iii. To advise the Chief Minister on quality of education in the areas of Teachers' Training, Curriculum and Assessments. iv. Any other related issue.

3. School Education Department, Government of the Punjab shall provide the basic logistic support to the Task Force.

4. The Task Force shall submit its recommendations to the Chief Minister for his information/orders.

Further necessary action may please be taken accordingly.

3. سکول ایجوکیشن ڈیپارٹمنٹ، حکومت پنجاب ٹاسک فورس کو بنیادی لاجسٹک سپورٹ فراہم کرے گا۔

4. ٹاسک فورس اپنی سفارشات وزیر اعلیٰ کو ان کی معلومات/حکم کے لیے پیش کرے گی۔

اس کے مطابق مزید ضروری کارروائی کی جا سکتی ہے۔

2 مجاز اتھارٹی نے مذکورہ عمل کو سنجیدگی سے لیا ہے اور خواہش کی ہے کہ، اب سے، تمام اساتذہ/ملازمین پوسٹنگ/تبادلے کے لیے غیر قانونی طریقوں کو اپنانے سے گریز کریں۔ پوسٹنگ/ ٹرانسفر کا واحد طریقہ SIS کے ذریعے ہے۔ اساتذہ/درخواست دہندگان اپنی درخواستوں کے ساتھ SIS کے ذریعے کی گئی تمام پچھلی درخواستوں کے ضروری دستاویزی ثبوت کو منسلک کرنے کے پابند ہوں گے۔ اگر کوئی غیر قانونی طریقے اختیار کرتا ہوا پایا گیا تو مذکورہ ٹیچر کے خلاف تادیبی کارروائی شروع کی جائے گی اور یہ حقیقت متعلقہ ملازم کے سی آر ڈوزیئر میں بھی ظاہر ہوگی۔
